The Democratic Republic of Congo (DRC) confirmed its tenth outbreak of Ebola Virus Disease (EVD) on August 1, 2018, just days after the Equateur Province EVD outbreak ended. The National Institute of Biomedical Research (INRB) completed the sequencing of the virus’s genome and has determined that the new outbreak, in North Kivu and Ituri, is not linked to the Equateur Province outbreak. The Ministry of Health (MoH), as of October 25th, 2019, has reported 3261 cases (including 3144 Confirmed and 117 Probable cases) and 2141 deaths. International Medical Corps (IMC) is actively contributing to control the outbreak through community engagement, risk communication, surveillance and case management.
Reporting to the Director of Emergency Programs and in collaboration with the Field Coordinator, the program Manager will lead the quality planning, implementation and monitoring of primary health care activities of a Wrap- Around program. He/she is expected to spend time in all field locations, directly training and mentoring field teams. In addition, S/he will be responsible for maintaining regular contact with all partners of the Ministry of Health, relevant government and community leaders, UN agencies and other NGOs. Under the responsibility of the Director of Emergency Operations and in collaboration with the Field Coordinator, your mission is to lead the planning, quality implementation, monitoring and reporting of the primary health care component of International Medical Corp’s (IMC) Wrap Around program in North Kivu (Beni, Butembo, Katwa and Masereka).
Specifically, the responsibilities are:
- Ensure compliance with the primary health care (PHC) strategy of the IMC mission in DRC as well as relevant organizational and donor procedures
- Put in place and follow up appropriate monitoring and reporting tools
- In partnership with the M&E department ensure accountability to project beneficiaries,
- In partnership with the M & E department update and follow-up the Program Monitoring tool,
- Lead with the support of relevant resource persons, on the training, mentoring and coaching of program staff
- Coordinate with relevant sector coordinators, field coordinators, head of relevant support services and other relevant colleagues to ensure timely and quality implementation of the program;
- Facilitate and coordinate operational and associative partnerships (programmatic aspects, …) around the project,
- Contribute to the creation and animation of a network of external partners,
- Support the organization and implementation of donor visits,
- Participate in the budget development and Project monitoring activities,
- Conduct regular budget-variance analyses (BVA) and implement timely corrective measures to avoid underspends and overspends
- Ensure implementation of planned program activities and spending is compliant with donor regulations and organizational procedures in order to reduce the risk of disallowances
- Coordinate with the field coordinator, the medical department, the WASH department, GBV / protection for the implementation of Primary Health Care activities
- Contribute to proposal development and quality project report writing
- With the support of the monitoring and evaluation team, develop M&E tools to monitor the program indicators, analyze and interpret program data and propose adjustments
- Ensure implementation of planned program activities and production of contractual program deliverables is timely
- Support the elaboration and implementation of MoU with the Minister of Health and other relevant partners
- Organize and animate project communication internally and externally with the support of the Grant and Communication Manager.

At least a Master Degree in any of the Social Sciences preferably in a domain related to public health.
Experience & Competencies:
• Minimum of 2 years of experience in a similar position in a non-profit organization
• Experience in coordinating, implementing and managing primary health care program activities.
• Experience managing USAID/OFDA projects
• Experience working in the Democratic Republic of Congo or in a similar context
Competencies You will have good communication skills in order to work together with the program Technical Leads. You will also need to influence and liaise effectively with key stakeholders, such as local government authorities or UN representatives. You will be both innovative and creative and be able to work effectively with minimal supervision
• Strong coordination and representation skills and well versed in convincing and clarification of points of views.
• Experience working in highly volatile and complex security environment is required;
• Experience in working with people from diverse cultural backgrounds;
• Independent and capable of multi tacking and also conscious in meeting deadlines;
• High sense of confidentiality and knowledge of Humanitarian principles, SPHERE Standards and NGO code of conduct;
• Very good computer skills
• Proven team and resource management skills are required;
• Strong writing, negotiation, interpersonal and organization skills;
• Can function effectively in a dynamic work environment, and good at setting priorities, working under pressure, producing quality work under tight deadlines and coaching teams
• Fluent in English and French; Swahili would be an added advantage
