International Rescue Committee is one of the major actors in humanitarian aid and post-conflict development in the Democratic Republic of the Congo. The IRC began working in DRC in 1996 to meet the humanitarian needs of people affected by armed conflict in the east of the country. Currently, IRC works in the sectors of health including the Ebola response, community governance and reconstruction, the protection and empowerment of women, responses to emergencies, child protection and education.
In August 2018, the DRC witnessed an EVD outbreak that has continued to date. IRC is chipping in to stopping the spread of the epidemic through health, IPC/WASH interventions in the North Kivu and Ituri Provinces. IRC is currently recruiting an Epidemiology.
Scope of Work
The Emergency Health Coordinator will provide leadership and direction in strengthening an effective, timely, high quality emergency health response. The EHC will also coordinate different components of the response including primary health, reproductive health and nutrition.
- Ensure quality and timely coordinated health assessments and provide prioritized recommendations for program interventions to the ERT Field Director/emergency lead
- Collaborate with and HR, identify health-staffing needs (both national and international) for emergency programs, and ensure rapid recruitment, induction and training of new staff.
- Design program responses and strategy, including geographic areas of intervention, in collaboration with internal and external actors
- Draft technical proposals and budgets for donors, work in close collaboration with IRC grants and finances staff to finalize proposals and respond to any requests for additional information.
- Prepare high quality donors and management reports on grants and sector activities.
- Ensure compliance with IRC policy and procedures throughout the program team and activities
- Represent and coordinate with agencies, local government, donors and other partners to promote delivery of standard methodologies in humanitarian assistance;
- Assess and provide input on post emergency strategies and transition plans for IRC programming.
- Ensure activities monitoring, contractual indicators and the results of projects by implement in appropriate collection tools.
- Ensure the archiving of documentary evidence of project activities in relation to donor contracts
- Review project donor reports, including editing, consistency in information, fulfilling format and grant agreement guidelines.
- Ensure reports reflect analysis and outcome level information.
- Support and mentor program team in gaining outcome and impact level changes in projects.
- In support of the IRC CD, DDP and Program Quality Coordinator, and working closely with the IRC senior policy and advocacy advisor, help lead the collection of emergency response information and authentic story-led content suitable for IRC HQ communications, including media, social media and stories and updates for the website, as well as support efforts to dedicatedly engage with international and regional media to pitch stories about IRC’s response, advocacy priorities and partnerships, resulting in high-quality,
- Support in refining Needs Assessments, Baseline and Evaluation reports when required.
- Ensure effective dissemination of practical mentorship, standard methodology and lessons learnt at all levels within the programs and organization.
- Ensure all designed nutrition projects use the meaningful IRC theories of change and that interventions are evidence-based.
Management and Coordination:
- Manage a team including Senior CP officer and Senior Case Management Officer. Lead all aspects of and mentor direct-report staff by communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
- Ensure WPE staff understand and follows IRC and donor Policies and Procedures
- Coordinate and participate in the development and review of budgets for program proposals in conjunction with program coordinator, grants and finance departments.
- Provide on-the-job training and mentorship to the team to promote holistic program approaches and strategies.
- Ensure IRC and donors reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
- Ensure the good management of the team: Develop and follow the schedule of holidays, establish the individual objectives for each staff, establish a training plan, update the job description, realize staff evaluations …
- A Medical Doctor with an MPH or related field
- Minimum 5 years’ experience working with INGOs in the field of Health Emergencies.
- Experience working in an EVD response or any major epidemic.
- Ability in resource mobilization for health emergencies.
- Skills effectively managing and building programs and/or operations in high-pressures, dynamic environments.
- Leadership and team management skills are needed.
- Excellent capability to represent the IRC in forums in emergency settings and excellent interpersonal skills including the ability to deliver presentations to professional, lay and donor audiences;
- Good writing and editing skills, can effectively write and edit grant proposals and reports;
- Understanding of humanitarian contexts and applying humanitarian principles and standards.
- Maintains focus on delivery of timely and appropriate results by effective use of available resources.

- Operating safely and securely at all times.

Proficiency in French and English required. Knowledge of Swahili is an asset.
Specific Security Situation/Housing
Beni is security phase 4 (Red) so staff are encouraged to respect the various security protocols in place in the province and in country. Phase 4 requires clear prioritization in place with staff prepared should hibernation or evacuation be called. The Deputy Health Coordinator position is an unaccompanied position and will be provided with shared housing/hotel accommodation.
