Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality. Organizational Context

On 1 August 2018, just one week after the declaration of the end of the Ebola outbreak in Equator province, the 10th Ebola epidemic of the DRC was declared in the provinces of North Kivu and Ituri , which are among the most populated provinces in the DRC which also share borders with Burundi, Rwanda, Uganda and South Sudan. As of 26 August 2019, there were a total 2,983 EVD cases (105 probable), 1,990 deaths ad 883 survivors. According to Epi data for week 34 (19 to 25 August 2019) a total 77 cases were reported which was an increase from 57 cases in week 33. The outbreak has now spread beyond North Kivu with cases reported in South Kivu province. The IFRC since 2018 has been implementing an emergency response operation which is currently categorized as a ‘Red’ phased emergency. An Emergency Coordinator was appointed and has been leading the operation to ensure effective expert input and oversight on strategic and operational issues. As a complex conflict environment, ICRC is the security lead and has strong presence and over two decades in North Kivu. There is recognition of IFRC’s added value and expertise, particularly in SDB, CEA and IPC. Both movement components with DRC RC are working very closely. The EVD response operation is being implemented under a One International Appeal (OIA,MDRCD026) which seeks 43 million Swiss francs to reach 15.5 million people and will run until February 2020. Currently more than 20 international staff and 34 national staff are involved in response activities in North Kivu and Ituri provinces along with 13 DRC Red Cross staff and over 1,500 volunteers. In addition, ICRC’s delegates and staff are providing support to this operation. To date, RC/RC Movement collectively reached more than 1,616,896 people through community engagement (risk communication) activities, operationalized SDB teams in different affected locations, conducted more than 8,883 SDBs, Infarction Prevention and Control (IPC) activities in health facilities have been implemented and the EVD response operation strategy is being revised as per the evolving context. Vigilance and preparedness measures in neighbouring provinces should also be strengthened. An emphasis on contact tracing active case finding at community level, SDB and risk communication for early detection to limit spread of the disease and ensure rapid control of the outbreak is crucial. As such, it is an extremely important and urgent task to respond very quickly to this outbreak, to contain the disease and limit its impact.
